Significant changes in international affairs or a nation’s security posture can either be sudden, striking and self-evident or can occur with little fanfare or notice, with their significance being revealed only with the passage of time. Some changes, like the title of this public policy paper series, are classified as ‘black swans’ – a surprise event, beyond normal expectations, that have a major impact. The events of 2021 in Australian strategic policy bear the hallmarks of all of these changes.
