Professor David Gilchrist

Helping the community’s most vulnerable through economic policy

Professor David Gilbert is an accountant and economic historian within the UWA Business School. He undertakes practical, industry-ready research in the area of policy and practice of human services delivery in Australia. Along with his academic work, he has held senior roles in all three sectors of the Australian economy, including as the Assistant Auditor General for Western Australia, and has taught at the London School of Economics.

The focus of Professor Gilbert’s research is the National Disability Insurance Scheme (NDIS), its pricing and sustainability. The NDIS will support 450,000 people with disability in Australia along with their families and supporters. His work is a longitudinal study which has been undertaken for four years and has developed national recognition. Professor Gilbert’s work on the NDIS has helped shape national policy. His research was recognised by the Productivity Commission in 2018 when it recommended the work be continued due to its positive impact. Professor Gilbert is also working on a National Outcomes Research Agenda project, examining the problems associated with measuring outcomes in the Australian human services sector and developing responses to those challenges.
